EU Customs Reform: the proposed changes to the EU Union Customs Code

On Wednesday 17th May 2023, the European Commission published a proposal to reform the European Union customs structures. As noted in their press release, it is the most ambitious and comprehensive reform of the EU Customs Union since its establishment in 1968.

The reforms focus on the legislation regarding customs within the EU, the Union Customs Code and consist of a full recast of the UCC to be implemented from 2028 onward. 

While the reforms are wide ranging, the European Commission has focused on three key strategic ambitions; 

  • A new partnership with business

  • A smarter approach to customs checks

  • A more modern approach to e-commerce

The recast will impact all traders which import or export goods into or from the EU and all companies should consider these changes in future planning.
